Development of Evaluation Tools for Selecting Medical Product -Wholesalers in Medical Centers Using the Delphi Technique

Abstract

|
Background : Medical centers generally spend billions to hundreds of billions of Won annually to purchase medicines. More than 3,000 domestic wholesalers are needed. It is important to know how to select wholesalers to promote safe and reasonable drug distribution. So far, many studies have been performed on wholesalers in Korea. However, tools for evaluating these wholesalers have not yet been developed.
Methods : In this study, we reviewed the supply chain management factors in drug distribution management standards (Korean Good Supplying Practice; KGSP) and international distribution management standards (Good Distribution Practice; GDP). We performed a focus group interview with hospital pharmacists and wholesalers in order to improve and evaluate the initially proposed evaluation tools. The first round of Delphi survey and reliability analysis were carried out.
Results : The reliability and validity of the Delphi technique were assessed. We did not conduct the Delphi survey in the second round because there was a high level of agreement in the first round. We developed 51 categories in 14 chapters of wholesaler evaluation items, and we confirmed their high validity and reliability.
Conclusion : It is expected that medical centers may utilize this evaluation tools as a basis for selecting wholesalers and also as data for improving wholesale quality. In addition, wholesale businesses may be promoted to a higher level and may conduct objective and standardized quality management through efforts to comply with the evaluation standards.
